Two suggestions that were effective from my prior experience:

  1. Provide Individual Performance Factors/Ranges for Bonuses (e.g., 90-110% for S, 110-130% for E, 130-150% of X). I don’t think we do this (?). As a former manager this was a powerful tool for differentiating performance.
  2. Long Term Incentives via Stock with vesting (e.g., 3 years) was a powerful retention tool. It was extended through nearly all levels of the organization. (at varied percentages by level in org)
